SAMHSA Awards Eagle Technologies, Inc. CSAT Umbrella Evaluation Contract (CUEC) Program Evaluation

The Substance Abuse and Mental Health Services Administration (SAMHSA) has awarded Eagle Technologies, Inc., and its teaming partner, Brandeis University, a 5-year, $13 million contract to support SAMHSA’s Center for Substance Abuse Treatment (CSAT) in the evaluation of several critical substance use treatment, harm reduction, and recovery grant programs serving communities nationwide. “The award is a big achievement for the growth of our Evaluation and Research business division,” remarked Eagle’s president Yilkal Abebe. “We believe strongly in SAMHSA’s purpose and are excited to be working with them again following the completion of our Behavioral Health Services Information System (BHSIS) contract in 2021.”

The goal of the CSAT project is to provide insights that will improve behavioral health, particularly in communities that have been historically underserved. The Eagle Team hopes to synthesize unparalleled quantitative and qualitative data to provide SAMHSA with deep insights into what works in substance use treatment and where gaps remain, for a range of demographic and geographic populations.

Throughout this contract, Team Eagle will execute the following key deliverables:

  • Analyze existing qualitative and quantitative data collected by SAMHSA regarding medications for opioid use disorder (MOUD), the distribution and use of naloxone, and the treatment for pregnant and postpartum women. These activities will result in standalone reports in support of the development of evaluation models.
  • The design of three rigorous evaluation models. These models will include SAMHSA’s work with:
  • MOUD within the State Opioid Response (SOR) grants, Substance Use Prevention, Treatment and Recovery Support Block Grants (SUPTRS BG), and SAMHSA’s Medication Assisted Treatment-Prescription Drug and Opioid Addiction (MAT-PDOA) discretionary grant;
  • SAMHSA’s harm reduction efforts through the purchase, distribution, and use of naloxone; and
  • SAMHSA’s treatment grant program for Pregnant and Post-Partum Women (PPW).
