  • We improved maintainability, reliability, and security while reducing operational and technology risks and costs through the consolidation of siloed on-premises legacy systems and the modernization and evolution to a single integrated enterprise system with secure internal and external data exchange APIs running on a modular, open-source cloud-based platform with deployable modules for specific business functions.
  • We enhanced the Office of the Assistant Secretary for Health’s (OHS) ability to respond to emergent situations such as special funding initiatives, disasters, and pandemics by enabling the quick development and deployment of new application and amendment types, new grant types, and new functionality.
  • We improved the OHS user experience through the creation of intuitive, user-friendly interfaces with validations, automation of key data population from system records, cloning and copying tools, and other ease-of-use features.
  • We increased productivity through efficient, process-driven workflows and metrics that support grant and program lifecycle execution, monitoring, and performance analysis with integrated alerts and communications, as well as correspondence and document management for building grant files.
  • We reduced data entry time and improved data quality by implementing highly configurable application forms and communication templates, integrated application validations, review checklists and controls, supporting remarks, and notices. We also implemented solutions to track, analyze, and report on funds planning, allocations, applications, awards, disbursements, balances due, carryovers, and rapidly changing funding parameters such as partial funding and prorations. ACF OHS Grants Management System

The Need: The Office of Head Start (OHS), a program office within the Administration for Children and Families (ACF) at the Department of Health and Human Services (HHS), wanted to consolidate and modernize its disjointed applications into a single enterprise system that integrates the grant and program lifecycle with program performance, monitoring, funding, and application solutions for its $10 billion discretionary grant program.

Our Response:  Eagle designed and developed the Head Start Enterprise System (HSES), which is deployed on cloud.gov and supports various ACF OHS grant initiatives, such as congressional budget justifications and funding opportunities, interactive grantor and grantee workflow, and online federal forms for review and approval of competitive, annual renewal, and one-time funding applications and awards. The system also includes comprehensive fiscal modules with integrated forms and pre-population to provide applicants with an intuitive and easy-to-use interface.

HSES monitors the performance of 3,600 Head Start and Early Head Start programs serving children and families through 20,500 centers across the United States. It was developed with API interfaces to the HHS awards and payment management systems (PMS) and other systems in the OHS Grant and Program landscape. The system’s workflow, alert, and artifact strategies use correspondence and automated, template-driven communications based on critical lifecycle activities and triggers. It also includes a variety of national, regional, state, recipient agency, and grant award level analytical and operational reports to track grant progress and histories.

The Benefits:  By implementing HSES, OHS significantly enhanced the visibility of Head Start grant and program data, achieving the goal of having a comprehensive enterprise system to manage budgeted funds and adjustments, committed and payable amounts, awarded obligations, balance due, and closeout reconciliation. The system has also helped ensure data quality for thousands of existing grants and thousands of new grant replacements in the past four years. Its comprehensive reporting and tracking features enable informed agency decision-making and directly support improving the program value for Head Start families and children.

Office of Head Start (OHS) Enterprise System (HSES)

The Need:  The Office of Head Start (OHS), a program office within the Administration for Children and Families (ACF) at the Department of Health and Human Services (HHS), needed to quickly provide special funding through new formula and request-based applications for immediate disbursement to affected grantee programs in response to recent natural disasters and the COVID-19 pandemic.

Our Response: Eagle worked with OHS to rapidly implement one-time funding amendments, temporary grants, and application sets, as well as new spend and impact tracking instruments using its agile processes. The team also created necessary reporting and workflows to reduce execution times and improve the efficiency, approval, and awarding of these emergency funds. In conjunction with OHS, Eagle developed announcements and clear program guidance for the impacted grantees to help them understand and manage the changes. Finally, the team initiated new spend tracking instruments and tied them to the emergency funding, enhancing analysis of utilization and impacts.

The Benefit: Eagle’s expedited response greatly improved the grantor and recipient experience and awareness of the process during a period of rapid changes and compressed schedules. OHS was able to implement thousands of applications, grants, and tracking instruments in record time. The Eagle team continues to provide a rapid response to every challenging need and ensures that the Office of Head Start meets its implementation and disbursement goals for the $1.2 billion in COVID-19 funding and $595 million in disaster funding.
