Success Stories

Office of Head Start Enterprise System (HSES)

The Need: The Administration for Children and Families (ACF) needed a modern, flexible, and scalable solution to host its Head Start Enterprise System (HSES) Grants Management System.

Our Response: To meet this need, Eagle completed a 6-R analysis and designed an open-source solution based on Cloud.gov Platform as a Service (PaaS), which ACF adopted. The application was divided into separate modules by business function, each with its own application server. Using a strangler pattern, we were able to upgrade each technology platform in place with minimal downtime and negligible user impact. This allowed us to address both the modernization and continued enhancement needs dictated by business requirements.

The Benefits: The new Grants Management platform enables ACF to operate efficiently and cost-effectively, while also meeting other concerns such as PIV integrity, Single Sign-On Authentication, and CIO Council Cloud First/Cloud Smart recommendations. The implementation approach allowed the organization to handle urgent health initiatives, such as the Covid-19 pandemic.

Legacy Migration and Modernization

The Need:  The Office of Inspector General (OIG) needed to migrate its mission-critical suite of applications, known as CorpView, from legacy Windows 2008 on-premise environments to a modern cloud hosting platform due to increasing security concerns and standards. The government also wanted to reduce operational and maintenance costs by increasing IT automation and decreasing in-house infrastructure maintenance workloads.

Our Response: Eagle was selected for its transformation and migration expertise. We utilized OIG’s Hybrid Cloud Government Shared Service (GSS) and migrated the CorpView stack of over 30 applications to Amazon Web Services Platform as a Service (PaaS). To prepare the applications for migration, we implemented a series of DevSecOps principles, processes, and tools. We developed a custom test automation framework using Selenium and SpecFlow, and converted to a fully automated CI/CD pipeline using Jenkins for orchestration and Ansible for infrastructure management. We refactored the applications to meet cloud-native and operating-system requirements and removed obsolete technology dependencies. We also created enterprise-ready microservices for document management and search using ElasticSearch and serverless capabilities. Finally, we implemented dashboards to monitor migration activities and the new infrastructure.

The Benefits: The result is a computing platform that meets current HHS security and technology standards, is secure, maintainable, and capable of accommodating anticipated growth. In addition, deployment time was reduced from hours or days to just minutes, increasing the team’s productivity and decreasing costs.

Substance Abuse and Mental Health Services Administration (SAMHSA)

The Need: The Behavioral Health Services Information System (BHSIS) applications were not flexible enough to meet changing business needs and requirements, and carried significant licensing costs. The government wanted to reduce costs while adopting modern technologies to future-proof the system.

Our Response: After conducting an Analysis of Alternatives, our teams quickly migrated the Oracle-based technologies (Oracle ADF frontend and Oracle WebLogic Application J2EE server backend) to open-source PostgreSQL. We redesigned the applications in Java Play Framework and JQuery. To improve performance on mobile devices, we subsequently transitioned from JQuery to React or Vue.

The Benefits: As a result, SAMHSA saved around $500,000 in Oracle license fees per year. The new system can easily integrate with other open-source technologies, such as GIS visualization stacks, and is mobile-enabled.”
